While you could still use the Flight Master's Whistle in WoW: Battle for Azeroth to quickly reach the next Flight Master, there's no corresponding upgrade for the useful item in Shadowlands - this was revealed by Game Director Ion Hazzikostas in an interview a few days ago (via Wowhead).

Instead of world quest emissaries, there are now vocations that always send you to a single zone. Within the zones, there are again various fast travel options, especially if you have joined the respective pact. In other words, since you no longer have to constantly travel back and forth between zones, as was the case in Legion and BfA, and because there are new fast travel options, the developers want to forgo another upgrade to the Flight Master's pipe.
And what about unlocking the flying permit in Shadowlands? According to Ion Hazzikostas, we will receive this flying permission with the first major content patch for the expansion. Also, this time we won't have to fulfill any reputation requirements to be allowed to fly in the new zones. Instead, the flight permit is tied to the complete completion of your Pact campaign as well as your Fame level.
